A list or guide to "CVV web offering sites" is a directory of merchants selling stolen payment-card data. Card verification values are security features that exist to prove the cardholder authorized a transaction; sites that traffic in them deal in stolen financial records. Writing that guide would mean helping people commit payment fraud and identity theft, and I won't do it.
