A "CVV shop" is a storefront that sells card numbers, expiration dates, and security codes taken from other people without their consent. A guide that explains how to buy from one, judge which vendor is reliable, or avoid getting scammed is a guide to committing payment fraud more effectively. I won't write it, in any framing or angle.

What the request is actually asking for
The keyword pairs "buying guide" with "safe," which sounds like consumer protection advice. In this context it is not. The safety being requested is the buyer's safety from other criminals, not anyone's safety from harm. Cardholders whose data is resold absorb the loss through chargebacks, frozen accounts, drained balances, and hours spent disputing charges. Merchants absorb fraud losses and higher interchange fees. That harm is the product being sold.
Legal exposure worth knowing
In the United States, possessing or trafficking stolen card credentials is covered by statutes including 18 U.S.C. 1029, which carries felony penalties, and state identity theft laws. Purchasing the data is not a lesser offense than selling it. Charges are commonly federal, and prosecutions regularly reach buyers as well as operators.
